When Database Shortcuts (DBS) is enabled on the Default Campaign Configuration page, you need to select a database shortcut in order to connect to a particular database on the Datasource tab of the Campaign edit area. If there are no Database Shortcuts available, a dialog box will open explaining what you need to do to get access to one.
This is where an Admin user defines the sources to be used, and assigns the users or groups privileges to see the Database Shortcut.
