This edition offers unlimited users. You can create Virtual Campaign Systems for each client similar to an Operating System VM.  This edition adds the capability of distributing the various tasks of Campaign Enterprise to multiple systems.  The license can be put on as many servers as needed in the organization for load balancing and redundancy.
